Turn the plastic dish upside down and glue a 6" styrofoam round to the center of the dish. Use floral wire to stick two 8" bows into the Styrofoam

Inflate a 9" and 4" white foil heart balloon with air and heat seal. Shape Neon Foam Wire into the number "16" and glue onto the 9" foil balloon. Secure the neck of the foil onto a Cup 'N Stick balloon holder. Cut the Cup 'N Stick to approximately 3" in length and insert into the Styrofoam round.

Use Neon Foam Wire to make heart and spiral shapes to accent the arrangement. Strip 1 inch of the foam off the Neon Foam Wire shape to insert it into the styrofoam. For a finishing touch, enhance the arrangement with ting-ting at different heights and angles.
